Obama: Troops aiding African diplomat evacuation

WASHINGTON (AP) - President Barack Obama says 50 U.S. troops have deployed to the African country of Chad to help evacuate U.S. citizens and embassy personnel from the neighboring Central African Republic's capital of Bangui in the face of rebel advances toward the city.

Obama informed congressional leaders of Thursday's deployment in a letter Saturday citing a "deteriorating security situation" in the Central African Republic.

The evacuation of the U.S. diplomats comes in the wake of criticism of the Obama administration's handling of diplomatic security at its consulate in Benghazi, Libya. The ambassador and three other Americans were killed in a Sept. 11 attack.

In the Central African Republic, rebels have seized at least 10 northern towns. On Saturday they continued their advance, seizing the city of Sibut, 114 miles from Bangui.

As with the U.S. and elsewhere around the world, electric?cars?are expected to be most prevalent in larger cities, such as Toronto, Montreal and Vancouver.

Pike Research?reports the development of several charging station programs across the country, in preparation for increased?electric vehicleownership.

Among them is Quebec's Circuit Electrique program, sponsored by Hydro Quebec.

For $2.50, electric car users will be able to charge as long as they like, with access to the units granted by prepaid card. The total network will cover 120 stations, 100 of which are already operational in greater Montreal and Quebec City.?

China tightens Internet controls, legalizes post deletion

China unveiled tighter Internet controls on Friday, legalizing the deletion of posts or pages which are deemed to contain "illegal" information and requiring service providers to hand over such information to the authorities for punishment.

The rules signal that the new leadership headed by Communist Party chief Xi Jinping will continue muzzling the often scathing, raucous online chatter in a country where the Internet offers a rare opportunity for debate.

The new regulations, announced by the official Xinhua news agency, also require Internet users to register with their real names when signing up with network providers, though, in reality, this already happens.

Chinese authorities and Internet companies such as Sina Corp have long since closely monitored and censored what people say online, but the government has now put measures such as deleting posts into law.

"Service providers are required to instantly stop the transmission of illegal information once it is spotted and take relevant measures, including removing the information and saving records, before reporting to supervisory authorities," the rules state.

The restrictions follow a series of corruption scandals amongst lower-level officials exposed by Internet users, something the government has said it is trying to encourage.

Li Fei, deputy head of parliament's legislative affairs committee, said the new rules did not mean people needed to worry about being unable to report corruption online. But he added a warning too.

"When people exercise their rights, including the right to use the Internet, they must do so in accordance with the law and constitution, and not harm the legal rights of the state, society ... or other citizens," he told a news conference.

Chinese Internet users already cope with extensive censorship measures, especially over politically sensitive topics like human rights and elite politics, and popular foreign sites Facebook, Twitter and Google-owned YouTube are blocked.

Earlier this year, the government began forcing users of Sina's wildly successful Weibo microblogging platform to register their real names.

The new rules were quickly condemned by some Weibo users.

"So now they are getting Weibo to help in keeping records and reporting it to authorities. Is this the freedom of expression we are promised in the constitution?" complained one user.

"We should resolutely oppose such a covert means to interfere with Internet freedom," wrote another.

The government says tighter monitoring of the Internet is needed to prevent people making malicious and anonymous accusations online, disseminating pornography and spreading panic with unfounded rumors, pointing out that many other countries already have such rules.

Despite periodic calls for political reform, the party has shown no sign of loosening its grip on power and brooks no dissent to its authority.

Quit Apps Before Disconnecting Your Laptop's Second Monitor

I use my MacBook Pro with an external monitor, and it always bugs me that when I disconnect it, all of my windows consolidate to the one laptop monitor?and then when I plug it back in, they all appear on the main monitor. I have to then drag things like my Twitter client and Spotify back over to my secondary monitor where I keep them.

I figured out a little trick to make these windows behave: quit them before you disconnect the monitor. If you aren't going to use those apps when you're out and about (which I usually don't, in the case of my second-monitor apps), you can plug your laptop back in, start those apps back up,a nd they'll appear where you last left them?on the secondary monitor?without ever knowing you unplugged it.

When signing up for an account I intend to share (Amazon Prime, Groupon/LivingSocial, bank notifications, Mint, online news subscriptions, etc.), I use a group in my Google Apps account that only contains two members, myself & my wife. It's great because whenever notifications come through we both get them, without ever having to forward each other things.

If you're on a regular ol' Google account, you could probably just make a filter for these things that forwards them to your partner upon receipt, too.

Hugo Chavez Stabilizing After Cancer Surgery, Venezuelan VP Says

CARACAS, Venezuela ? Venezuela's government said Saturday that President Hugo Chavez's condition is becoming increasingly stable as the socialist leader recovers from a cancer-related operation in Cuba.

Vice President Nicolas Maduro said ruling party member Cilia Flores gave him the update on Chavez's recovery upon her return from the communist-led island.

"Each day that passes, his recovery is more stable and he's receiving the best treatment," Maduro told a crowd of government supporters in Yaracuy state.

Chavez underwent surgery Dec. 11, about two months after being elected to another six-year presidential term. It was his fourth cancer-related operation since June 2011.

Complications following the latest surgery and Chavez's silence since the procedure have thrown into doubt whether he will be able to return to Venezuela for his Jan. 10 inauguration.

National Assembly President Diosdado Cabello said earlier Saturday that ruling party lawmakers, who hold a majority in the legislature, won't call a new presidential election if Chavez can't return from Cuba in time for the swearing-in ceremony.

"That's not going to happen," he said.

Cabello's statement pointed to an impending legal dispute that would likely be resolved by Venezuela's Supreme Court, which is packed with justices appointed by pro-Chavez lawmakers.

Opposition leaders argue that the constitution does not allow for a president's inauguration to be postponed.

On Thursday, Maduro said Chavez has been with his family resting while receiving treatment for a respiratory infection.

In addition to the infection, the 58-year-old Chavez also suffered bleeding during the operation, which the government said was promptly stanched.

LG only experimented with a Google TV lineup in 2012; for 2013, it's committing to the concept in earnest. The 47- and 55-inch sizes we know today should be joined by 42-, 50- and 60-inch models that cater both to frugal viewers and those who like to live large. We should also see the spruced-up designs that come with yearly updates, including newer zero-bezel frames and distinctive stands. We're less surprised by input and software updates -- all of the new screens will ship with voice-enabled Google TV and OnLive support from the get-go, and the company's multi-talented Magic Remote is making its return. LG is remaining coy on further details beyond promising a release sometime in the first half of 2013, although there's a good chance we'll know more in Las Vegas.

If you worked for Google, which corporate gift would you pick?

Gift-giving is a beautiful thing, but it inevitably sets precedents. Last Christmas, Google's employees were each handed a customized Galaxy Nexus to take home, which means they'll be expecting something just as nice this year. One solution would be the Nexus 4, but Mountain View is far too smart to let its festive joy hinge on LG's supply chain. Instead, it's apparently taking the safer route of letting workers choose for themselves: either the excellent Nexus 7 (it's not clear which capacity, but we'd guess 32GB) or a wonderful new Samsung Chromebook, or a recently Jelly Beaned RAZR M. So go on, tell us, if all the right hypotheticals were in place, which would you pick?

Barca coach Vilanova suffers cancer relapse: report

Barcelona: Barcelona manager Tito Vilanova is set to step down from his post after suffering a relapse of a tumour he had removed last year, according to reports in Spain.

Barcelona has cancelled meetings with the club president and journalists amid reports that coach Tito Vilanova is ill. The club says "they have suspended a meeting with President Sandro Rosell scheduled for this afternoon" and "has canceled Christmas lunch with the media."

Barcelona said on their website on Wednesday that a new statement will be released later in the day. Sports newspaper Mundo Deportivo said on their website that Vilanova has fallen ill.

Vilanova had a tumor removed last year from a saliva gland. Vilanova took over from Pep Guardiola this season after passing medical checks and with the approval of the doctors who had treated him. Barcelona have won 15 of their first 16 league games and lead the standings with 46 points, nine ahead of Atletico Madrid.

Tito Vilanova could be forced to step down from his role after it emerged that he has suffered a relapse of a tumor he had last year.
